You could certainly be correct. Depends on interpretation, I guess. I have received a notice of furlough but have also been told that I will now not be furloughed. Puts me and others in some sort of strange "no-man's land". For the record, Note two with parts 1 and 2 do not apply to me as I have been UNA since July.
