HIV is a special case, it's eats immune system cells to reproduce... so stimulating an immune response is problematic, fuel on the fire so to speak.
There's a good pharma cure for Hep C, maybe that gutted the potential vaccine market?
Those two are also transmitted almost exclusively via risky personal behavior (drugs, unprotected sex) so they are not really a catastrophic global pandemic, so there's never been quite anything like the same urgency as covid.
I haven't even heard of the others you mentioned, so they're probably not getting tens or hundreds of billions of government funding thrown at them either.
