That’s my point. They want to cost everything, but every guy taking a voluntary measure can vary cost-wise. I see no way they will agree to X ____ yields X furloughs saved because they can’t accurately cost it. If forced to, they would assume the least savings per person, which would result in fewer furloughs being saved.
The metric would be on $ not head count because we know it’s not a 1=1
