The irony is that the poor red states are already overrepresented politically due to things like Wyoming getting the same 2 senators as California. We should give them 6 senators and keep CA at 2 in order to fix this problem you've identified. We can call it affirmative action.
No, proportional representation is designated for the house. The Senate is designed to be equal representation. If the entire government is based on proportional representation we end up with mob rule. This is why we do not have a democracy but instead a representative republic. Do you have a clue about what you are talking?
