if staffing is low and flights will cancel if OT isn’t picked up, then it makes sense not to pick up OT to incentivize recalls. If there’s no chance of cancelation due to staffing then picking up OT benefits the pilot, hurts the company and has zero effect on furloughed pilots.

Yeah, this is it in a nutshell. The only thing not picking up OT will due is worsen qol for reserve pilots and save the company money. Once could argue that it would also violate past practices and become an issue for that as well.
