Spot on. I lived in Washington State for a time. They have Unsolicited (mass mailing) for several years. Years to get it straightened out. I always still got 3 ballots to my mailing address. One for me and two other unrelated people. Unless they checked the signatures carefully, I could have voted 3 times. And no traceability back to me, other than the address. I could have claimed I threw them in the dumpster on the curb and someone went dumpster diving.
I did not. Sent a letter with them the first time it happened to the Board of Elections. Thereafter, I just shredded those ballots.
