When a category is overstaffed, many senior people bid reserve intentionally because they have the expectation that Junior guys on reserve will get called before they do. This LOA provides options that reduce staffing during these, otherwise over staffed months, eliminating this as a long term benefit of being senior on reserve. These options will only be offered during months that the company is overstaffed since it is completely at company disgression. I'm all for helping the current situation, (avoid furloughs, minimize cash burn) but we are giving this away for free. I'm fine with that if there was an end metric involved in the agreement, but there is none. This will likely become permanent beyond this temporary challenging time.
those senior pilots can still bid reserve, and have the same staffing formula guarantees to protect their QOL that they have now. As a bonus, they also will have more options to fit their particular lifestyle.
