Answer is, they can’t unless they have direction from the MEC. It was the MEC that held the line. Anyone in the same spot would have been directed to do the same thing.
The top down, Chairman is the Captain of the Ship thing departed the pattern with LM, and a stake was put through its heart after TA1. These days the position is basically an office manager.
It is my understanding that almost every committee except for the NC reports to, and is guided directly by, the MEC chairman. In practice, I don't know what that really means... but it leads me to believe the position is still more than just a figurehead aggregating MEC opinion.
