If I have a lawn guy on a 12 month service contract, and I notice my neighbors lawn looks better, at the end of the contract, I’m probably going to consider my options.

Normal election cycle. It looks like the MEC felt someone could cut the lawn better without knocking off all the sprinkler heads or dumping the trash in the neighbors yard.
