I see. Yeah, that’s not what happened for this particular bill. For a generational medical emergency, stand alone bills are not controversial and are appropriate. But regarding earmarks generally, that “pork” is how states, especially states that contribute less to the Federal Treasury than they take, get funding for projects such as new education facilities and infrastructure. There aren’t enough days in the year for every single state funding request, or federal program funding request to go through a full stand-alone bill process. Everybody earmarks, it is how compromises are struck and votes are whipped, and it’s completely appropriate. That’s how the sausage gets made.
