Going after the pension and tricare of these upper suburbanite LARPers would be a more effective punishment than some nominal physical confinement in clubFed. We had one such retiring O-5 get in trouble at my last duty station, and that guy jumped over his own rear to get .mil to agree to his plea of taking actual physical confinement in lieu of loss of retirement benefits. And all that dude did was sniff the neighbor's wife's panties without permission to the premises.

That's how you know you hit the target. That's the metric that actually tracks with this demographic. Everybody is a tough guy until they touch that monthly ACH credit and your kept wife calls you frantically from the pharmacy saying the tricare won't take; you may have to *gasp* get on the exchange and pay thru the nose for paywalled healthcare like the rest of the wage-serfs on this blasted country.
