Business travel isn't going to come back quickly, and people don't want to spend on leisure travel if there are too many uncertainties or too few options. Taking a Covid test to go to Hawaii or Aruba is too much of a barrier for some people. Now you have to take one to get on a flight back home, and if you test positive... then what?
I disagree with this specific statement. As softpayman pointed out, the sooner we reach herd immunity with vaccination, the sooner the restrictions can be lifted. So yes vaccination numbers ARE relevant when evaluating to lift restrictions.
