Expectations vary based on layover. From NYC to Europe it is (was) common for the crew to get together. From LAX - Asia/Australia it was generally pilots only. Domestically it's a random occurrence based on arrival time and layover length. Priorities in order generally are:
1. Down time
2. Exercise time
3. Crew hangout time
