So we don't have much in the way of data to suggest that airlines, airport or travel is a huge driver of infection, versus, say communal living in nursing homes/prisons/etc.
We also know there are plenty of populations who are ignoring all social distance and public gathering guidelines.
So, the plan is really really monitor/inconvenience/economically hinder the generally compliant populations under the theory that the non-compliant populations are non-compliant anyway?
