Besides general butthurt over the issue, I suspect the reason it keeps getting asked is because nobody in management will just grow a pair and say, "No, it isn't coming back because we have a line of applicants out the door. If you don't like it, leave."
Of course that is obvious from the subtext of the answers they do give. Some people are just more prone to hope I suppose.
