Could be they just want some contractual wiggle room. If they can whittle away to about 5.0 PPA ( which I think is the goal ), if they are suddenly hit with a rash of retirements or resignations, they would have the room to hire and train to re-fill the ranks without violating the contract $$$$$.
Absolutely. The point is, the company wanted that number specifically for a reason. Whatever that reason may be, the company has planned a contingency in which that number is needed.
