It’s already signed with AA and has HUGE penalties for backing out.

Take this for what it’s worth. I work for an AA regional. This LOA is a win for AA. I don’t think JB management is as vested in it as you think. They probably told AA, as a gesture of good will that they would try to get the pilots to allow RJs into the mix. The AA scope needs looking at. If the airplanes are flying JB routes can AA effectively grow their RJ fleet? That may be another layer here and the reason a seriously overstaffed PSA is considering starting to hire again.
The can of worms this opens is huge. You vote it down then AA really can’t fill the routes with an RJ. That is crippling to AA but hurts JB only in the shared profit no risk pocket. So if it works it might be nice for JB as a company but it is almost essential for AA.
I am not advising how you vote but just bringing in a bit of potential perspective.
