The ASM, block hour, and head count requirements force more protections than we have currently.
I will post this FAQ from ALPA again.

****If the TA is ratified, can the Company miss a growth metric, but then subsequently make up for it in a different year and still be in compliance with the growth metrics of the TA?

Yes. As long as the Company meets the metrics in the aggregate at the associated January 2025 and January 2030 lookbacks, they would be considered to be in compliance****

[FAQ]

Therefore they can furlough if they want at anytime as long as they meet the metrics by 2025. How is this furlough protection? Without LOA 13 they can furlough for 2 years if they want, WITH LOA 13 they can furlough for 2 years if they want. Tell me how LOA 13 makes a difference if they can do the same thing with or without it?

Another point countless others has made here is ELT can make the baseline for 2021 whatever they want since 2021 is not yet complete. So if November comes and they need to furlough 1000 pilots then the baseline is now 3076 pilots going into 2022. Recall 1 pilot per year minimum and they meet the metrics, will they do it that way? No one knows, CAN they do it, well based on LOA 13 language they CAN and that's the problem.

You should vote on what they CAN do (the language), rather than what they intend to do (promises).

So please don't make it seem as if we have furlough protection for the length of this LOA
