I'm no expert on the constitution, I'm not an American nor a native speaker. But to me, the quote above means just that. Also, aren't there protections built into your legal system that will eventually lead to the correction of unconstitutional government action, if challenged through the courts? That's how it works in my country and certain specific restrictions have indeed been overturned by the courts in my country. Others have been upheld. I would expect it works the same in your country?
