The reason is some of the folks in between those two were assigned other bases, deferred recall, mil leave, etc.
8846 is the most junior Capt a 1988 hire, Plain english, a 1988 hire is not a 1989 hire. Please provide us with the names of all the 1989 hires that are Capts.
