Mil guys were getting harder to find, and I guess they didn't want a rep for "hires only fighter pilots" which would discourage qualified civilians from applying. AA knows they're getting a lot of civ via flow, so they're apparently trying to maintain a cultural balance by hiring mostly mil OTS.
