A lot of countries (including the US) already require medical exams and exclude certain infectious diseases, for immigrants if not tourists.
Any nation which actually wanted to exclude immigrants based on genetics could easily do that screening as part of the pre-immigration medical screen. Don't need an app for that.
An app(s) would enable the return of international travel, for business and tourism. It's totally irrelevant for immigration purposes... each country is going to do their own screening, taking their own sweet time. There's no need to enable rapid immigration, most people do immigration never and almost nobody does it more than once in their life.
And so what? If certain nations want to screen for genetic conditions that's their prerogative.
