I don't think that is the case... I have a CJO, but no ATP/CTP or written completed. I paid for and signed up for an ATP/CTP course here in Orlando (Kissimee technically), FL. $3000 (most places are around $5000), I'm taking it next week, plenty of room in the class (and I live here in Orlando, so I don't have to travel and get a hotel room).
