What the IBT is asking is for a Republic pilot to be granted priority status on AA flights regardless of whether he just finished flying an AA, DL, or UA trip.

This has been an issue for years. Mesa 175 pilots (who only fly United Express flights) used to claim “US Airways express pilot” priority on US Airways flights even though they did not support the US Airways operation whatsoever. In 2015 or so ATL based ASA pilots (who only flew for Delta) used to use the fact that their ID badges said “Expressjet” to claim “United Express pilot” priority on United flights.

No pilot should be able to claim elevated priority on multiple carriers.
