They could, but the issue being they'd have to pay back a substantial amount of money to envoy. Between 5,000-15,000 dollars, put yourself in the shoes of someone who just graduated college getting paid $20 an hour to flight instruct dealing with the burden of impending student loan debt. Unless you have the financial means to pay back that money you're at the whim of AAG, now to add to that imagine some of the cadets get an email telling them they can go to PSA and you hear absolutely nothing. Meanwhile all these other regionals are starting to hire, and envoy doesn't even tell you but tells the people that they're sending over to PSA that it will likely be the end of the year until envoy hires, so here's an opportunity to fly sooner.
I know of a few people in this exact situation right now.
i know people in this situation too. Nobody forced them to sign up for the cadet program and take bonus money. They entered a contract to fly at a company and shouldn’t expect anything else in return. If they’re fortunate enough to receive another offer, great. But they wanted to fly for envoy.
