Pandemic (or other public health) measures are never a perfect system. Covid probably can't be eliminated, just controlled and eventually marginalized. It's now obvious that big spreading events are all related to big social events, as long as crew aren't attending weddings, bar mitzvahs, or going to church on international layovers it will be fine. Honestly, they probably shouldn't be going to nightclubs either.

If it's impractical to maintain airtight testing cycles on crew, then you can just accept the fact that they're essential workers.
