If someone votes for today's liberal party, then statistically there is a greater chance they are of the handout mindset. Or of the mindset that every tax paying citizen should give handouts based upon their liberal belief. In terms of hiring quotas, preference is already based upon experience and professional metrics. Altering that to include anything but is just another handout.
