No, I remember it well - I was bringing it up to Sailing to point out that the "SIL win" from that LOA never happened. I know he cut and pasted but he should of noted that the SIL never happened.
I think the pilots correctly saw that the slowdown in flying would be temporary and SIL would help a lot more than a huge displacement, training and reinstatement.
