LOA 20-01 directly led to MOU 20-02, which was a substantial improvement in how FDP extensions are handled. The new language changed it to essentially “walk-away” if you don’t want to extend. No pay implications, no paperwork, no explanations, just a phone call to arrange rest.
Whether it was correcting “past sins” or not, it was a major improvement.
