Never done it. We make a callout at 500ft clear to land. If I'm flying and another guys says it then I look up at the lights to see if he flicked it on. If not then we ask the tower again. If we didn't have the callout memorized and worked into our flights so much I could see how it could easily be forgotten.

No matter the case you should go around. You already have missed procedures you can follow but you haven't been cleared to land. One breaks a reg the other doesn't.
