DALPA does not to agree for this to go into effect. The day Delta and Endeavor sign it it will go into effect, at which point DAPLA will file a grievance saying Delta is in violation of the contract. This is the magic of RLA. The company interpretation is always correct, unless an arbitrator says otherwise.
And the burden of proof is with the association, and it is a heavy burden. They don't have to prove that they are right, but that the company is wrong.
