No. No ambiguity here...
Except "at another carrier" means incorporated into the PWA by mutual agreement, not a unilateral move by one side. Maybe DALPA can go to Skywest and negotiate a seniority number on the Delta list for every SW pilot above 9E in exchange for a flow. When they get here they would jump the list. Is that an acceptable unilateral deal to keep a flow?
