Secondly, Pan AMs (or Fedex's or TWAs) overseas crew bases were set up in accordance with the existing use agreements of the time (esp. in the case of PA and TW, to serve Berlin) and not undercut the creation or bargaining position of a foreign carrier. Indeed, look at the companies that helped to birth the likes of Lufthansa or Ethiopian.
