If you sign on the ALPA portal and look up the governing documents of the our association the Constitution & Bylaws outlines the power of the President of the association in bargaining and Section 40 of the Admin Manual outlines the procedures to be used in scope bargaining. The entire Section 40 is a good read for understanding the mechanics of how negotiations are done.
