A quick Google search indicates that protocols have not been established or settled in place. Americans currently cannot travel to the EU unless they meet one of a very few number of exceptions (essential transportation workers being one of them.) A lot of reporting indicates "soon", but I suspect until there is ACTUAL normalization of traffic no changes will be made.
