Now with a dual flameout at low altitude it would be within PIC discretion to try firewall thrust, but I don't think it's SOP and in this case would have clearly risked a catastrophic mechanical failure.
I wonder if the person who mentioned going to TOGA thrust wasn’t confusing a dual engine flame out with a single engine drift down where MCT (not TOGA) is used on the good engine? Stranger things have happened when the untrained and uninformed comment on technical subjects.
