Boxes don't care. Recently I think, HAL allows some facial hair so apparently vacationers going to HI don't care either.
If you want it, you probably will need to negotiate for it. If the company thinks you want it, they'll happily trade some hourly rate or work rules for goatees. But they probably won't give it away for free... so you'll need a majority of pilots in favor, and willing to horse trade for it. Maybe $1/hour across the board?
I'd guess the ULCC will go there first, so if your identity revolves around facial hair, might want to target those jobs for your career destination.
