Your friend cannot be awarded a position on another equipment if the effective date occurs prior to the freeze expiration date. Your friend would need to be awarded the new base by means of his/her current equipment. The company may waive this, but would be required to wave ALL freezes simultaneously, which they have not.

Furthermore, they can participate in the annual bid in august and there will be vacancies with effective dates that are after their 1 year equipment freeze.
