Because if they win, they get scope for nothing (a flow down that will never be used).
They know they’ll need the lift eventually. We’ve also made it abundantly clear: Scope is not for sale. This is their cheapest option. They lose, they are back to where they were last month. They win though…
If they lose and try to negotiate, they know a TA that increases RJ flying by even 1 jet is DOA.
