You can rent a 172 and as long as you have passengers in the backseat and are filed IFR they will count that as simulated part 121. People have done that and it worked for them.
Wait, really? I know a couple of guys that rent out 172’s and take people up but I didn’t realize this was why??! That seems fishy but I’ll definitely look into if it turns out to be real.
