You seem to think I’m giving them some form of credit when I’m obviously not. It is a sad commentary on the whole affair that they were so far behind they couldn’t even wait a month for the for the system bid to be put out the first week of August, which highlights how sorely behind the curve they are.
Part of the reason they didn't wait till August is because the annual August bid is supposed to cover the entire following year. They put out a supplemental specifically for later this year.
