People change their minds every day. One man's trash is another man's treasure. Do you know how many people screw up their bid on a regular basis? At the very least, it allows people to look and say "Wait, I didn't want GUM FO!"
Think about the standing bids that people forget about. "Wait, I don't remember bidding EWR320CAP at 100%"
Agree with all the above, and I'll add my perspective 'cuz for me 756 cap wasn't even on my radar, but when I saw almost 40 slots show up on a Snapshot and me in the top percent it made me go "hmmm" and ultimately pull the trigger. If not for Snapshots I would have missed this round and maybe had to wait a long time 'til the next one. Who knows??
