They pick bases on price and frequency of departures. The problem with a lot of the class C airports is that they are more expensive than some of the bigger C's or hubs. Most times even with many direct flights available, they'll put you on a 2 leg trip to save money.
Its ironic on a certain level that fractionals use airline flights to compete with the airlines. Does your duty period include the commute?
