I am sure they have a bean counter who determines how often these huge IROPs occur, and how much revenue it costs each time it happens, and they have probably determined it costs less to meltdown every 2-3 years and reboot than it does to pay for extra people when they aren't needed the entire year.
No different than weighing what the cost of carrying g extra fuel is vs lower min landing fuel numbers and what a diversion costs. They know all these numbers. Sadly it factors into their decision making
