Stop making excuses for people. In some cases it's not their fault, but in many it is absolutely their fault. This melt down lies squarely on management and their lack of staffing. Gnd personnel including gate agents etc. And yes it's a management issue. Not giving people the correct tools (also including training) or manpower to get the job done.
