When I worked for the regionals, American and United would (typically) cancel appropriately when needed. I had a better chance of getting struck by lightning than Delta canceling a hopeless flight.
If that where common on a mass scale we would see delta having a longer then average delay and they don't at least not on mainline, this data is unfortunately still reported by regional so the only one checkable is endeavor who also doesn't have an out of line average delay length
