Yes, it existed before him, but his admin elevated it to what it is now. You didn't see too many people complaining about drone ROE between 2010-2016. Everything is always political. To use a parallel example to yours, what about all of the people who have attacked vaccines and masks under the current administration but had no problem with it (or at least, weren't kicking and screaming) last year under the previous admin? It's politics, it is what it is, let's move on.
