One instructor can do one student or 40 and if they were doing indoc every week for 20 students instead of every two weeks for 40, that’s a class room and instructor for a week that can be used for other training.
Now, that being said, they can do what they want. There are some reasons they might choose to do different start dates, although a phased onboarding where you get a seniority number already does that.
Another pilot told me both the sims in DFW have been relocated and that his recent recurrent was in ATL for sims. I was rather shocked.
