It's federal court so the statutory law is the same regardless of circuit. I'm sure they filed in TX (N District specifically) because the judges and case law are most beneficial to their arguments.
This is an incredibly basic concept. Maybe you should spend a little time learning the basics of the legal system before throwing out uninformed 'opinions' or thoughts.
