Those are probably not the best bases to consider if going to Colgan. ALB is a maintainence base so you will end up ferrying alot of broken aircraft. White Plains is a bit of a nightmare. I flew this month at HPN and was delayed approx 70% due to volume in the NY airspace. The airport isn't run very well either. Consider BGM, ITH, ABE or SYR. I've heard good things from the people who work those bases and have good experiences there myself.
tebpilot is right about HPN's situation. I did tdy there with Eagle doing ops and ticket counter and of all the places I have been has to be the worst run airport. All the rampers are county or contract workers and dont care about one airline over another if there not ready for you....you wait. You may wait hours for a gate, takeoff from or departure to HPN due to NYC airspace and groundstops. HPN will get fogged many many nights. Last, the passengers from HPN where worse than LGA and JFK combined attitude wise, they all have millions of dollars and expect that kind of service flying the airlines and if they dont get it (which happens 99.9% of the time) they complain and do it a lot!
